Awarded as most outstanding professor, researcher and community builder, on different occasions, Dr. Bance has reached the highest professional rank in her career. As USAIDSTRIDE grantee, she developed a Model Counseling and Career Center in the Philippines cascaded in different parts of the Philippines and now known in the ASEAN and global arena.
Her involvement with PRC, DOLE, TESDA, CHED, ILO, APCDA, NACE, and ICCDPP gained for her international exposure recognizing her services and contributions with an International Life Time Achievement Award on Career Development.

As Dean of the College of Education of the Mindanao State University-Main Campus, with a full professor rank, she supervises the implementation of curricula prescribed by the CHED with the involvement of stakeholders that resulted to the increase of LET passers; CHED policies were observed; more scholarships from GOs and NGOs were awarded to poor but deserving students; paper presentation of faculty and students in national and international setting was realized; and research collaboration with GOs and NGos.

Dr. Leticia Peñano-Ho’s professional practice shows her deep interest in and her commitment to help individuals become the best that they can be. Her clinic Psychpros believes in “Excellence in Diversity”. She founded the Philippine Center for Gifted Education which searches for high ability/gifted Filipinos and provides ways of nurturing them, and was recently featured in Dr. Peñano-Ho’s Keynote address as as one of the Excellent Centers for Giftedness at the World Giftedness conference in Dubai World Giftedness Center of Hamdan Bin Rashid Al Maktoum Foundation for Distinguished Academic Performance.
She pioneered on Neurotherapy, brainwave biofeedback modality found effective for many disorders. For his distinguished contribution in the field of Geodetic Engineering, his exemplar service in the profession such as, leading the GEPI to greater heights thru his efforts and commitments for the construction of the four-storey GEPI National Headquarters. He attended several conferences and seminars, local and abroad. He strengthened the partnerships with national government, such as DENR, LRA, TESDA, DAR, PRC and international organization like FIG and ASEAN FLAG. As National President of GEPI, he initiated a pioneer effort of assisting the great number of Junior Geodetic Engineers by intensified trainings and seminars through GEP Academy, a PRC accredited arm for the advancement of the members of the association.

Seven thousand babies and counting. Thanks to a down to earth rural health midwife in Lamitan City,Basilan. More babies will be born safe and sound. Gone are the old days when the women of Lamitan endured the lack of access to maternal health services. Many are not so resilient in many parts of our country where many communities remain isolated especially in armed conflict areas where access to these life saving services is outright impossible. She started as a rural health midwife in 1980 and was assigned in a geographically isolated and depressed areas n Sulu and Basilan. For her there are two must haves in being a midwife, one is skills and in equal measure the dedication and the heart to serve. For 38 years of service in the profession her leadership capabilities extended well in mentoring fellow midwives on the knowledge and skills to be more efficient and effective health workers and to enhance their skills by ensuring that clients coming not only from their catchment area but also from neighboring municipalities and barangays can avail of quality health services. Her professional track record has been established through several awards as outstanding midwife in both city and regional level, and being the 2016 Department of Health Bayani ng Kalusugan awardee. Such awards have cited her notable abilities as rural health midwife who delivered excellence in her practice of the midwifery profession. Her version has always been the prevention of maternal mortality combined with modern birthing technologies that she tirelessly advocates to colleagues and the community. Indeed, she is the epitome of excellence and a model of exemplary leadership in improving the experience of health due to her selfless service in the community.

For her distinguished contribution in the field of Medicine, her exemplar service in her profession, such as developing curricula and graduate programs in Genetics at the University of the Philippines (UP) Manila, setting up the newborn screening program in the country which is now available in 7000+ hospitals and birthing centers, and drafting of bills of the Newborn Screening Act of 2004 (RA 9288) and Rare Disease Act of 2016 (RA 10747), shows her commitment and professionalism in her field.

She also holds two US patents on the use of marine natural product for fungal infections and cancer. She returned to the Philippines as DOST Balik Scientist to establish research program on natural products drug discovery at University of San Agustin. She is a pioneering pharmacist and scientist to work on marine sediment-derived actinobacteria from Philippine archipelago as natural resource of drugs. Her laboratory at University of San Agustin houses a library of more than 3,000 highly diverse marine sediment-derived actinobacteria that serves as “BioBank for Drug Discovery Research” in the country, shows her commitment and professionalism in her field. As CHED -TCNE member for 10 years she participated actively in the revision of the Nursing curriculum and initiated development of the monitoring tool for nursing schools and hospital nursing service visitations nationwide. Made comparative analysis of the nursing curriculum and nursing competencies with Monash University of Australia, Brussels, EU curriculum & Japan. As representative to ASEAN Nursing MRA, shared the developments in core competency standards and other related activities. He is well known and highly regarded not only for his responsiveness, keen knowledge of civil services rules and practices, thoroughness and accuracy, but also for his pleasant, kind and calm demeanor. He helps everyone with whom he works perform better. His creativity in solving problems not only saves the Hospital considerable expense and time, but also strengthens relationships with outside agencies and organizations. In addition, with his excellent performance of his profession, he went out of his way to serve and help others in his community as part of his Community service. He is the Team Leader of PART, Pampanga Annual Charity Works which benefitted most of our brothers AETAS in Floridablanca Pampanga.

For his exemplary performance in the field of Veterinary Medicine as manifested by his unfaltering commitment for scholarly public health-related innovations and researches in detecting and formulating recommendations for differential diagnoses of rickettsial and helicobacter infections in both human and non-human hosts in the country, and for collaboratively developing synthetic DNAs of dengue fever, Zika and other flaviviruses that sets foundation for alternative mode of immunization for the Philippines. He likewise authored a book “Histopathology: Guide to Learners” whose contents are products of his original research made useful as laboratory guide for learners in veterinary medicine. His commendable track record earned him the highest recognition of the 2018 Presidential Lingkod Bayan Award, 2017 and 2008 Outstanding Veterinarian in the Academe and Research by the Veterinary Practitioner’s Association of the Philippines (VPAP), the 2015 National Research Council of the Philippines (NRCP) Achievement Award, the 2010 Outstanding Veterinarian in Education by the Philippine Veterinary Medical Association (PVMA), and the 2004 CHED Research and Publication accolades. The NPPC is a major contributor to the development of the shrimp industry in the Philippines with its strong partnership with DA-BFAR, Southeast Asian Fisheries Development Center and the Department of Science and Technology (DOST). In 2000, under her leadership, NPPC Analytical and Diagnostic Laboratory became the first, and currently still the only, private laboratory in Region VI which is recognized by the Environment Management Bureau-DENR and ISO/IEC 17025:2005 accredited. Her commitment, professionalism, and competence have earned her various awards and recognition as principal author in various manuals and research papers presented at national shrimp congresses and ICP-sponsored seminars providing CPD units to Chemistry professionals. As President of the ICP, Bacolod Chapter, she strengthened the organization through her relentless dedication and leadership in the implementation of the Chemistry Profession Act, RA 10657 in Negros Occidental. She has inspired students from science high schools through weekend lectures and hands-on training in her laboratory that led them to pursue courses in the chemistry profession. She has also dedicated most her career in government service, having been employed in Metropolitan Manila Development Authority (MMDA), her permanent representation in the Pasig River Rehabilitation Commission, and her former post as the Executive Director of the National Parks Development Committee – marking her as the first Landscape Architect to be appointed in the position. Immediately after graduation from the University of the Philippines, he consecrated his life to government service and as a forester and career executive, he went on to become a leading exponent of sustainable economic development by ensuring that the nearly 500,000 hectares of watershed cover crisscrossing the archipelago are productively and rightfully harnessed to support renewable energy generation, irrigation, domestic water use, responsible ecotourism and human commerce such as food and medicine.
As a propagandist for responsible forest management, he adopted a multi-sectoral approach to watershed protection and rehabilitation by promoting collaboration with different stakeholders and interest groups especially with the indigenous peoples of the Philippines through volunteerism, livelihood and community-based initiatives that altogether preserve the ecology and prevent the ruination of the woodlands which support plentitude of flora and fauna species. His indomitable commitment and spirited advocacy to uphold as sacrosanct the richness of the country’s watersheds clearly provide credence to his previous accolade as a Special Achievement Awardee of the UP Los Baños College of Forestry and Natural Resources. For her distinguished contribution in the field of Aquaculture, her exemplar service in her profession She contributed significantly in the growth of mudcrab* industry (breeding, hatchery, nursery and grow-out, and Asia, India, Timor Leste, Bangladesh, spearheaded the mudcrab domestication for selective breeding program, the first in Indo-west Pacific Region. Introduced soft-shell crab farming using hatchery-reared crabs in ASEAN region; helped in the preparation of provincial ordinances on crab management/conservation. Still active in establishing/monitoring crab hatcheries and providing training/assistance on various aspects of mudcrab culture even after retirement.
